KAGYAT NA PAGPASA SA 30 INENDORSONG PANUKALA NG LEDAC, TINIYAK NI SPEAKER ROMUALDEZ
Tinutukoy ni Romualdez ang 30 sa kabuuang 32 mga panukala na inaprubahan at inilista sa pulong ngayong Lunes ng Legislative-Executive Development Advisory Council (LEDAC), bilang kanilang Common Legislative Agenda (CLA). Ipinatawag ni Pangulong Marcos ang LEDAC sa unang pagkakataon, sa ilalim ng kanyang administrasyon.
“The House and the Senate will give these [thirty] measures utmost priority. President Marcos clearly spelled out a roadmap of governance in the next six years for economic recovery, with agriculture as the major engine for growth and employment,” ani Romualdez, na dumalo sa pulong ng LEDAC sa Malacañang.
Pinagtibay rin bilang ika-31 at ika-32 ang mga panukala sa CLA sa idinaos na pulong ng LEDAC, ang SIM Registration Act na kalauna’y nilagdaan upang ganap na maging batas ni Pangulong Marcos, matapos ang pulong ng LEDAC ngayong Lunes, at ang Postponement of Barangay & SK Elections, na kasalukuyang naghihintay ng lagda ng Punong Ehekutibo, habang isinusulat ang balitang ito.
Ayon pa sa kanya, maaaring mas marami pang panukala ang maidadagdag sa 30 prayoridad na panukala, sa ilalim ng CLA sa mga darating na buwan.
Kasama rin sa mga dumalo sa pulong ng LEDAC sina Pangulong Marcos, House Majority Leader Manuel Jose "Mannix" M. Dalipe, Reps. Stella Quimbo, House Minority Leader Marcelino "Nonoy" Libanan, Senate President Juan Miguel "Migz" Zubiri, Senate Majority Leader Joel Villanueva, at Sens. Loren Legarda at Sonny Angara, at mga Kalihim ng Gabinete.
Sinabi ni Romualdez na patuloy na ipapanawagan ng Kapulungan ng mga Kinatawan ang paggamit ang Rule 10, Section 48 ng Kapulungan, para sa kagyat ng pag-apruba ng ilan sa 30 panukala ng CLA, upang maisakatuparan ang mga layunin para sa isang matatag na bansa ni Pangulong Marcos.
Sa ilalim ng Rule 10, Section 48, sinabi ni Romualdez na binibigyan ng pahintulot ang mga Komite na kagyat na tapusin ang mga prayoridad na panukala na naihain na at naaprubahan na sa ikatlong pagbasa nang sinundang Kongreso.
“We have the internal mechanism for an expeditious approval process that is enshrined in Rule 10, Section 48 of the House rules of procedure,” ani Romualdez, at ipinaliwanag na ang paggamit ng naturang tuntunin ay magpapabilis sa konsiderasyon at pag-eendorso ng anumang Komite na may kinalaman sa tinatalakay na panukala, at ang ganap na pag-apruba nito sa plenaryo.
“The House is in full support of the President’s entire legislative agenda, including the key priority measures for legislation he has asked Congress to consider. We will act on these with dispatch,” ani Romualdez.
"With the guidance and support of President Marcos Jr. and the Presidential Legislative Liaison Office, these priority measures will become Laws, which the Filipino people can benefit from,” ani Romualdez, at idinagdag niya na ang 20 panukala na binanggit ni Pangulong Marcos sa kanyang unang State of the Nation Address (SONA) ay kasama sa 30 CLA na panukala.
“I am proud to say that the members of both houses of Congress have already filed bills on the twenty priority measures identified by President Marcos," ani Romualdez.
Ang 20 prayoridad na panukala na binanggit ni Pangulong Marcos sa kanyang SONA na bahagi ng kabuuang 32 CLA na panukala ay Valuation Reform Bill, Passive Income and Financial Intermediary Taxation Act (PIFITA), E-Governance Act, E-Government Act, Internet Transaction Act, Government Financial Institutions Unified Initiatives to Distressed Enterprises for Economic Recovery (GUIDE) bill, Medical Reserve Corps bill, National Disease Prevention Management Authority bill, Virology Institute of the Philippines bill, Unified System of Separation, Retirement and Pension bill, Department of Water Resources bill, National Land Use Act, Mandatory Reserve Officers’ Training Corps (ROTC) and National Service Training Program, Budget Modernization bill, National Government Rightsizing Program, National Defense Act, Enactment of an Enabling Law for the Natural Gas Industry, Amendments to the Electric Power Industry Reform Act, Amendments to the Build-Operate-Transfer Law, at ang Condonation of Unpaid Amortization and Interests of Loans of Agrarian Reform Beneficiaries.
“President Marcos called for the enactment of twenty priority measures and both Houses of Congress heeded the call. The ball is now rolling and this administrations plight to improve the current situation of our country has just begun. With the help of the Presidential Legislative Liaison Office, under the leadership of Secretary Dong Mendoza, and the various stakeholders from the Executive branch and the private sector, the members of Congress will be able to craft the best versions of these bills, as envisioned by His Excellency, President Ferdinand ‘Bongbong' Marcos Jr.,” ani Romualdez.
Bilang karagdagan sa 20 prayoridad na panukala na tinukoy ni Pangulong Marcos, sinabi ni Romualdez na ang Senado at ang Kapulungan ng mga Kinatawan ay tinukoy ang karagdagang 12 prayoridad na panukala, kabilang ang bagong pirmadong SIM Registration Act at BSKE, bilang bahagi ng CLA ng LEDAC.
Sinabi ni Romualdez na 10 sa 12 karagdagang panukala ay ang mga sumusunod: The Establishment of Regional Specialty Hospitals, the Magna Carta of Filipino Seafarers, Establishing the Negros Island Region, The New Philippine Passport Act, Waste-to-Energy Bill, The Apprenticeship Act, Providing Free Legal Assistance for Military and Uniformed Personnel, The Magna Carta of Barangay Health Workers, The Creation of the Leyte Ecological Industrial Zone, at ang Creation of the Eastern Visayas Development Authority.
“As Speaker of the House, I am inviting stakeholders from the Executive and Judicial Branch as well as all private sector stakeholders to join our legislators in deliberating and scrutinizing these measures to ensure that only the best possible version of the bill are reported out by the House of Representatives," ani Romualdez.
“I am looking forward to working with the Senate, the Judiciary, and the Executive Branch, under the leadership of President Marcos Jr., in putting plan into action and implementing our unified goal for a better Philippines and its people,” dagdag pa ni Romualdez.
